The contribution of the Hellenic Recovery Recycling Corporation (HERRCΟ) in the field of packaging recycling remained strong in 2024, as its overall performance recorded a 7% increase compared to 2023.

More specifically, in the past year, the organization achieved the recycling of 505,000 tons of packaging materials, exceeding its obligation of 330,000 tons and reaching 152% of its target. In addition, it recycled approximately 51,000 tons of other recyclable materials (mainly printed paper), which, although not part of its legal obligation, contribute to the achievement of national targets that fall under the responsibility of Regional and Local Authorities.

This positive performance is attributed to the efficient operation of an extensive network, which includes more than 3,700 Contracted Companies, 94% of the country’s Municipalities, 35 Recycling Sorting Centers (RSCs), and the participation of millions of citizens. HERRCO's operational work is carried out through the placement of 180,000 Blue Bins and 10,800 Blue Bells nationwide, along with a fleet of 544 vehicles, which in 2024 alone completed over 130,000 collection routes. Since the start of its operation, HERRCO has invested approximately €426 million in infrastructure and operating expenses, ensuring that its system can effectively meet the needs of 99% of the country’s population.

Through its activities, HERRCO creates a positive impact both environmentally and socially. Specifically, through the Blue Bin and Blue Bell System, the following have been achieved:

  • Avoidance of 1.5 million tons of CO₂ equivalent emissions,
  • Savings in electricity equivalent to the annual consumption of 870,000 households, and
  • Preservation of landfill space equivalent to the volume of 18 football fields, each 10 meters high.

Furthermore, HERRCO's projects result in 5,100 direct and indirect jobs in activities related to the collection, transportation, and sorting of recyclable packaging.

However, despite the positive results, there are several challenges that hinder the further development of HERRCO’s work and, more broadly, the organization and advancement of packaging recycling in Greece. One such challenge is contribution evasion by businesses that do not participate in any recycling system. According to official data from the Hellenic Recycling Agency (HRA), contribution evasion amounts to 44%, resulting in the loss of valuable resources estimated at over €27 million annually—funds that could otherwise be used to strengthen packaging recycling efforts.
